Since Alpha has ignored this question, I'm going to - sm

take an educated guess at the answer.  The question was why did Alpha engage the DOL in a discussion about how many LPH MTs should be producing. 

Alpha claims the DOL said there should be 250 LPH, but Alpha has decided to implement a requirement of 180 LPH--VBC,  of course.  The acceptable industry standard has forever been 150 LPH (sometimes lower) for 65-character lines with spaces for straight typing.  However, Alpha and other MTSOs, with federal contracts requiring them to pay a minimum hourly wage specific to either the location of the facility or the location of the MT (depending on whom you ask), have decided that they will finagle a larger profit margin by insisting on higher and higher LPH.  It is tacitly (and sometimes explicitly) understood that an MT, if she wants to keep her job, will adjust her actual number of hours worked to make it look like she attained the required 180 LPH of VBC.  An MT who works for AP just posted on this board that she is doing that very thing.  MTSOs are well aware that this is going on because that is how they planned it.  So what difference does it REALLY make what the required hourly wage rate is?  MTSOs have only to institute higher and higher unreasonable LPH requirements to continue to rake in their money while their MTs starve.  It's evil and piggish.

So Alpha probably cried the blues to the DOL about not being able to make the huge profits they used to make in the good old days of paying their MTs per line.  "We have to pay WHAT an hour?  How will we continue to roll our fat selves in all the dough we had before?  Waaaa!!!!"  Either Alpha wanted to be able to continue to increase their required LPH to manipulate their profit margin or they wanted to be able to calculate hours worked by their MTs by using their line counts or both.  Do Alpha MTs even submit hours worked at the end of the pay period?  If they don't, I think we have our answer.  Let's see--total number of lines divided by 180 = hours for the pay period.  Is that how your hours are calculated, Alpha MTs? 

Basically, it looks like Alpha made a preemptive attempt to have the screwing of their MTs sanctioned by the DOL.  That is certainly NOT in keeping with the spirit of the Service Contract Act.
