Number one, it is not really a reflection of all CPSE's being made. Those are just the ones caught on audited reports. Most of the CPSE's are also not one's you can learn anything from other than listen to the numbers more closely or it let's you know others are making mistakes too, so do not take it personally. Beyond that, I look at as who cares. Most of the time for my account all I have to do is look at the dictator for the CPSE and 9/10 times I think that it is at least understandable why a mistake was made.
