Cell phones should be a HIPAA violation - Linda

Decades ago when I was in police work, we used to monitor pimps using mobile phones on a police scanner by changing the frequency. Today, I'm not sure you can monitor cell phones with a scanner, but they do sell software that allows you to monitor a cell phone. So why is this not a huge HIPAA violation?
