and I found this website, so apparently they exist, but they don't seem to be a transcription service exclusively, though they do apparently contract for such services:

Perhaps they were trying to bid on a big govt' account and hurriedly posted an ad to see what sort of response they could expect in terms of perspective employees? Dunno........
