...management is an art, and more often than not this is their responsibility. Who they hire, how many they hire, monitoring what everyone is doing.
Blaming the MT seems unfair, even though I certainly understand what you are saying and it is a problem a lot of times; however, these jobs are not without bosses, supervisors, managers - they are not doing their jobs so at least complain to the correct people rather than put down an entire 'community' of MTs and causing hard feelings.
Your anger seems misdirected...
