As you sit there clicking for jobs that don't come, you are "engaged to wait" (I think that the correct term) which is perfectly legal as long as your pay for 40 hours equals minimum wage. If your pay is less then 40 hours of minimum wage, your employer must pay you enough to get you to minimum wage.
I called the DOL a few years ago about this and that is what they told me.
