I've had this discussion with them. The problem is that they cannot simply throw out a dollar amount because that is subject to constant change. Example:

You work for VAMC A and B. The DOL issues a new wage grade determination. That determination does not immediately go into effect. Only when hospital A renews the contract does the new rate go into effect. So you can be getting your old wage from hospital A and a different wage for hospital B. Then you get a new account which is not covered by the SCA which creates even more pay variables. Then on top of that the number of days in the month have an impact on benefit pay. Holidays also add another variable. If you actually follow the rules to a T, you can never give someone an exact number.

They also told me the DOL came out with an approval for setting standards for how much work can be done in an hour. The SCA was written well before the concept of telecommuting came out which makes it difficult to enforce for an unsupervised individual. The DOL approved 250 lines per hour for straight typing. Alpha management felt that was far too high and went with something well under 200.

This is not some Ma and Paw company that doesn't understand the rules.
