"waiting to engage" and "engaged to wait". California has decided, rightly so, that there is no longer such a thing as "waiting to engage". Unfortunately what they are doing is legal until we change the law in our states like CA did. Ah, the beauty of having 55 representatives and a couple of senators on the hill. I live in a state with 4...but I digress.
