You need to do more work on your certification...they cannot dictate your work...only have a say on how the final job is done. As an IC you give a window of time as was stated above and yes that can be a in contract...you decide how much or how little you will work..As long as you work within those hours and do your work...you are within the limits of a contract. Do your homework better.
