I'm sorry, but you're quite mistaken. Contracts can - specify hours and how work is to be done.

I'm probably the only one here who's certified in contract management, including government contracts. Contracts can contain all manner of terms that specify when work is to be performed, how it is to be performed, when it is to be completed, what quality measures will be applied to the work, etc.

I don't know where this idea comes from, but just to forestall any other ideas, the IRS will NOT consider you to be a "mis-classified employee" merely because the contracting entity specifies these matters in your contract.
