they can tell you what hours and have a requirment as far as line count - it is in the contract

They can say "hey I have these hours that need filled. can you fill them? yes or no? If no, they can find another IC. They can also tell you what is expected of your contract, i.e. the line count. So technically they cant tell you when to work but they can limit the time you are "allowed" to work. It's whatever is stated in the contract that they have to adhere to.
