Since telfa is not a brand name but a material it should not be spelled with a capital T, however, per my spellchecker and even in some documents on the web it is spelled with a capital T. I'm confused... ...

I have always been under the impression that when a department is used as an entity, such as "The patient was seen by the Pulmonary Department," that it would be capitalized. If it were "The patient was seen in the pulmonary department," it would not be capitalized.
