do, indeed, not hire from California because of California's employee-friendly labor laws. Living in a particular state is not a protected class, so they can specifically exclude residents of states with labor laws they do not want to observe. Where any current California resident came from originally is irrelevant.
In any event, getting an MT job for any newbie is going to be very difficult. Your competition will have many years of experience and require no hand-holding. Regardless of the training program, new MTs do not finish school knowing everything they need to know to work without a lot of supervision and further training. Companies are not interested in dealing with the expense and effort that requires, so they seldom hire newbies.
This issue has been covered over and over again here. Everything you need to know has already been said. Just devote some time to reading through this site (there was a long discussion on this just recently on the main board).
