I do not understand why people who are over-income for the ACA insurance subsidies do not just go out and buy private health insurance.

The ACA is for people who do not make enough money (such as people who are relying on their MT wages) and need the subsidies. If you make so much money from interest payments, you should purchase your insurance privately.
