If you have employees already on your payroll, you give them the chance to have work, not by hiring someone else. I personally have acute care experience, but as an employee, it is their job to provide me work. I shouldn't have to beg for it. If you see you don't have enough, you shift the employees. They can work or not. AND if they don't know how to do acute care, you train them - without penalty.
