What do you do when you can't hear or understand?

I am currently training and have a real hard time understanding certain dictators or hearing dictactors because of the background noise, or I have a hearing deficiency. I do have quite a few blanks on some report. I seem to have real high errors and blanks on my feed back. Do I have a chance? What kind of ear phones are the best?
