It should NOT be necessary for you to be laid off, as long as your available work/earnings have dropped (by whatever percentage they require) in the relevant times. However, I've read here that some M*Modal employees are being told by their state unemployment offices or whoever they're talking with that in order to qualify they have to actually be laid off. Not true -- as you can see if you read the brochure -- but you may have to persevere some if you're in one of those obstinate states. (If you run into that, search up TAA on the M*Modal board and check out those posts. As I recall, there were some informative ones from folks who had actually contacted the folks at DOLETA directly.)
