Each state is different. Your employer does not dictate what your benefit would be, the state does that.

All you are required to do is report to the state agency that you are filing for unemployment. Because your employer sends quarterly reports of how much you are paid, the state has all of that info. Normally, they look at the last 4 quarters to get the numbers. Mine looks something like this:
Q1, 2018: Oct-Dec 2018 = $$ amt earned
Q2, 2019: Jan-Mar 2019 = $$
Q3, 2019: Apr-Jun 2019 = $$
Q4, 2019: Jul-Sep 2019 = $$

The weekly amount the state determines will be based on the above numbers. The state gives that info to your employer to verify the hours short in your 40-hour week.
