Aspect ratio on skype call is 4:3 - Jack

I'm using the display with 16:9 ratio on both devices - desktop and laptop, but on the laptop, I get video with 16:9 ratio box in 4:3 frame with black space above and below the video. My camera on the desktop has a ratio of 16:9 and in the window where I can see myself, there are no black borders.
