Since we are all IC, we have suggested schedules. And that being the case, everyone pretty much works when they feel like it. That is why there are "300 emails a day" as you put it, or in reality like 20 a day when situations are dire and people are all screwing around and not working (as in, working any time they want).
That's what the emails always say too, please honor your schedules, your work commitments, blah blah blah. But they can't force us to, its a request to. And people don't or the work wouldn't always be out of TAT.
