I have the same issue. It seems for a few days lines will calculate at what I think they should be and then all of a sudden they are way too low and no matter what I do I can't hit my minimum. Have always thought that something happens in the calculation, also.
My hospitals all have residents and am always prepared for production to drop in July and August, sometimes longer, depending on how long it takes them to settle in. That doesn't explain the big difference before they start and just adds to another big drop in production.
