I'll explain it in 3 steps:
1. Your c-lph hourly rate is the rate you'd be paid at.
2. To get your c-lph you have to cut your SR lines in half. You never cut your transcribed lines in half.
3. Thus, your hourly rate equals your transcribed line rate.

Simple.
