Differing minimum line counts - Ex MT

It says in this article that by law, companies have to pay an adequate piece rate (line rate) so that employees are able to produce enough to make minimum wage. So if the MTSOs pay different line rates for states that enable MTs to make minimum wage, that would be fair and legal. I haven't worked for any of the MTSOs, only for a hospital, so don't know if they pay more per line in some states like California. Does anyone have this information?
