I have to proof reports typed by people on occasion. That takes time. It also takes time to get an ear for how a doctor dictates. I don't think it's unreasonable for a lower rate while an MT is on full QA.
OTOH, If an MTSO pulls the "full QA" business for months and months, that's way past wrong. It happened once to me. I contacted another company I'd submitted my resume to, and as soon as we were set up, I just stopped doing "full QA company's work.
