Billing question - MT

I'm wondering about this. Given that a hospital will bill a certain amount and then "accept" the "approved" amount from an insurance company or Medicare or whatever, do they then claim the unaccepted portion as a loss on their taxes? If this is so, could an IC bill for X number of cents per line, but then "accept" whatever the company pays, yet deduct the "loss" on his/her taxes?

Just wondering.
