I would tell them that everything in the report is counted as part of the report. That is just the industry standard. If you are firm I am sure they will agree. If you have to go searching for old text, you are not paid for that, and that isn't fair to you. Maybe the office manager had that as a great idea, but ALL line counting programs count everything in the report, be it macros, normals or Shorthand. Good luck to you.
