If, during that first 15 minute period a report comes up, I clock in under production. Say that first time was 10 minutes, I get paid my hourly rate for that 10 minutes of time. Say I only got 1 report and I am OOW again, I clock in as OOW and wait. If I get another report, I get paid for that OOW time. There have been days I have had 4 different times I clocked in OOW where I have had a report before the full 15 minutes and I have been paid for all of them. They however will not pay for more than 15 minutes at one time. If I go a full 15 minutes OOW, then I cannot clock back in for that day as OOW. A bit confusing, but basically any time you have not been OOW for a full 15 minutes, you can get paid for that time waiting.
