I believe the TSMs are forced to keep the work pools low in order to keep the MLSs' line counts low. Most of the TSMs freak out when there are more than 5 jobs available on any account even though there are 20 MLSs just waiting to get a report.
I believe the QA boss is paid bonus based on how many people she knocks off the grid. How can she live with herself knowing she is playing a pivotal role in the destruction of the people who ensure her a paycheck in the first place?
