Maybe it's illegal, but if you get a transcription job, you can cut and past from repository reports (if available).
I've done it a few times. It's only been on the review of systems and PE when I absolutely cannot understand what the doctor is saying because they're ESL and going 1,000 MPH. I will copy and paste both ROS and PE from the repository into the document, then listen very carefully to make sure I am typing exactly what the dictator is saying and make any changes necessary. I don't see why it would be illegal. We use templates, don't we? It's not like you're just copying and pasting without making any corrections the dictator wants.
The dictator mentioned by the OP should have a template made.
Oh, and if they don't like that I did copy and paste, they can fire me. Oh, wait. LOL.
