I was wondering about this and made a small attempt at trying to find out on the Internet but must not of phrased my search very well - is the current system of coding that is used in the US used worldwide? Do other countries attach diagnoses and procedures to codes like we do and then bill whatever entity (government, private insurance, etc.) paying for medical services accordingly?

This an oversimplification, but no, our system is our system. Some countries have government health systems which simply provide healthcare. They may have fee for service available for private pay, too. Others have nothing unless the person pays. Some are kind of similar, but the insurance system we have is very much ours. Medicare and Medicaid are ours alone.
Most countries do assign codes to diagnoses for public health and national disease statistics. As already mentioned, they use the International Classification of Diseases 10th edition. That is only the diagnosis set.
The US still uses the ICD-9-CM. That is the Clinical Modification made for the United States. We also use a set of procedures with that. In addition, we use a set of procedure codes developed and owned by the American Medical Association. No other country uses those.
In October of 2014, we will begin using ICD-10-CM, which is similar to but not exactly the same as the ICD-10 that everyone else uses. We will also use an entirely new procedure set called ICD-10-PCS which was developed just for us. We will continue using the AMA's CPT procedure set, as well.

Then why is is called the International Classification of Diseases? It was my understanding that with the implementation of ICD-10, the ccoding system would be standardized world wide. I know the CPT ocdes are issued by the AMA, but I thought ICD was the same for everyone.

It *is* the International Classification of Diseases. The US just uses a modification of it. The original didn't suit our needs exactly, so we added some stuff. :)
The reason ours has "CM" at the end, for "Clinical Modification," tells you it's a little different.
