It could be because they cannot keep anyone, as the "guaranteed" $15 an hour is because they only train/have you work about an hour a day for training, then you're on production. I thankfully got hired with another company I applied to months before after starting work with Phoenix because I couldn't have earned production $ like I do in transcription; it may end up being okay, but you make $15 a day (guaranteed but 1 hour) while training then you're on production so it will take a while to make anywhere near that $15 an hour
