If that is $40 for an hour's worth of dictation, it's not necessarily good. Too many variables. It can take you hours to transcribe an hour's worth of dictation, depending on dictation style, difficulty in terminology, need to look up client rules, etc.
If it's $40 per hour to transcribe period, heck, that's too good to be true anywhere.
