They probably share the cash in the tip jar, so the good service workers and the bad service workers are all getting the money.
If they're paid like waitresses (minimum wage minus a certain percentage), then definitely. But, they're probably getting minimum wage. If there's a high minimum wage in your state, then no, they're making plenty. If it's a low minimum wage, then absolutely.
