I think maybe they mean Dragon Medical front-end VR - which Nuance has had for a while

They don't need to "start" it, they've had it going for some time and are trying to transition more and more accounts to it. 

Remember during the big cyberattack that led to this whole VDI mess, there were even some conspiracy theories going about how Nuance really set it up so they could force more of their accounts onto Dragon?  I don't believe those theories, of course, but I sure think they took advantage of the situation to do just that. 

I believe their ultimate goal is no more back-end VR editing by US MTs at all, only India, and the rest on front-end Dragon.
