Anyone else having problems with their ISPs throttling speed? - sm

I am paying for 100 Mbps for download speed.  Sometimes I have that, and sometimes I have as low as ONE Mbps.  Right now it is 4.1 Mbps.  For the last couple of months, we have repeatedly called to talk to techs about this.  They always deny the company is throttling.  We have a BRAND NEW router, BRAND NEW modem, and new cable boxes, all at the suggestion of the ISP techs.  THE PROBLEM IS NOT ON OUR END.  

When I work and I'm trying to click before my coworkers do on jobs as they come in, this essentially prevents me from getting the little work I DO get!  This is so frustrating.  I am using Optimum/Altice and the only other high-speed internet I have access to in my area is Verizon Fios, and I read that they do this also.

Anybody else?  What do you do?  The irony, of course, is that the bill is high enough, but I won't be able to pay it if I cannot earn any money because of THEM.
