There are several sites online where you can check your speed. As I said, mine can go from around 1 to over 100 in a single day.

Someone tried to explain it to me, but I don't know exactly the mechanism by which the ISPs do this. I guess it's sort of like an AC system with lots of ducts in the house. If there are 5 rooms in the house, but you want the room you're in to have the most cool air, you can partially close the vents for the ducts in all the other rooms. That will decrease the amount of cold air going into those rooms. That is sort of what the ISPs do. They throttle down the speed certain geo areas so that the speed in others can be high.

I don't know if I explained it correctly, but does that make any sense?
