It basically says this same thing though, which all around sucks. Yes, do get on partial UE as fast as possible.
My state does UE by days, not hours, which meant if I had 10 minutes' work I lost 1/4 of my UE, so as you can imagine I got to the point I was really really hoping there would be no work and if anyone took the one job on there I would thank them (in my mind) profusely.
It would have been fine if I could have worked enough to make more than 1/4 my UE but the most work I ever got really once the slowdown started was maybe 2 hours, so I really hated it when I would get just a little work and that's it for the day, thereby losing 1/4 UE.
