Maybe it means that if the prefilled number brings up everything else, correct patient name, etc. that we should assume the dictator made an error? But then we aren't supposed to assume anything. There have been times when I just sat and stared at the screen not knowing what to do because no matter which route I took, it would be wrong for some reason.
