When did TTS move HR to Florida? A lot of the medium-sized MTSOs have department heads who work from home all around the country, and they communicate by telephone, email, Skype, Go-To-Meeting, etc. and function very well. I am not defending them in particular and I don't know why they would fail to contact applicants, but I don't think it's because HR is in a different state and why that would be a bad sign.
