There may be other types of assistance for education through the state or other local resources. Some of the local industries I know have offered training through the area vo-tech. Start by getting in touch with your local state office and then your local colleges, etc.
I do think there is a good claim for TAA since the hiring in India is documented and because of the increasing hurdles we have to jump through--increasing line counts and QA%, decreasing pend %, and markup harassment. Good luck.
