left out word "headers" with "footers" - sorry about confusion

I do not believe I was ever informed they were specifically paying for headings and subheadings, but they never said they were paying for the text of the report either!

The did say no pay for:
Headers/Footers
Spaces (counts by VBC)

AND, you sound okay with not being paid for headers and footers---you do realize you create them, whether you "see" them or not, but it was agreed they did not pay for them, so that is not part of this issue.
