I think there is much confusion about headers/headings! - Read handbook.

When you were hired you received an email stating your CPL and in this email they define a line count.
Headers/footers - no. We don't see them anyway!
Spaces - no.
Headings/subheadings yes.

I am 100% certain this information is correct.
No doubt whatsoever. Handbook and management verified.
