My guess is yes, it does mean you get to choose who comes into your pool and that really makes me mad. Some of the dictators are only semi-tolerable because there is hope you can spread them around (except of course late at night when everybody signs off and there are 20 reports from Dr. P.V. with a couple of sides of Dr. W.K.
