No, it's not legal - check state laws

You have to pay for work rendered. Every person who has work docked should do one of a couple of things. First- Quit. Second, is there a contract where they agreed to this sort of deduction? Did they sign it? (If so, that makes them relatively stupid business people, IMO.) Third, spend a month tracking how many reports they are not paid for and then sue the MTSO. They will win UNLESS they have signed a contract agreeing to these deductions.
