I work on site QA. My facility (outpatient) is officially closed but I was "on call" for transcription stats on Christmas Eve and had to check my voice mail every few hours, I didn't get paid unless I had to go in. Our inpatient facility has the same system for transcription, on call for holidays, no one gets paid just for being available. If you are available but not doing anything, you are not working for free and the Labor Board will consider it a non-issue. I never considered it a big deal, it goes with the job.
