Patient receives services from hospital/doc/whatever. They bill. Insurance company has x days to pay that varies by state law, usually 10 business days in most states. For them to blame it on Obamacare is bull crap - they're giving you a line of bull. Either the client is jerking them around and paying them or they have the money and are jerking you around. My rule of thumb is if an employer is late 1 time with payroll it's time to look for another job. They should have enough money in the bank at all times to meet payroll.
