Sounds like a company that has a scam going on, or they are going under. Obamacare is not a company, just a set of laws that create an insurance marketplace made up of many different insurance companies. I worked in billing for many years, and insurance companies generally pay pretty quickly if they receive clean claims, and most now do pay providers electronically.
I would worry about a facility that had to wait for an insurance company to send them a payment before they could pay their vendors, including their transcriptionists.
