That company is failing. They do not have enough money set aside to pay you when they are waiting to be paid by the client. This is unlikely to get better. It is illegal and dishonest.
They are paying themselves, you can bet, in anticipation of bankruptcy.
If you are an employee, you need to contact your DOL immediately and look for another job.
If you are an IC, find another job immediately. You can assume that the company is not going to pay anything they owe you after you quit, so work as little as possible for them after you start your new job. Expect to have to take them to court to get what they owe you.
