Yes, you never know when you might have more horrible dictators one week than on another. Isn't 7/3.5 pennies a line mean MUP no matter what state you live in? If they don't want to pay MUP, then why don't they make pay at a minimum of 8/4 pennies instead of 7/3.5 pennies? And they should get rid of the part of the grid where you have to have over 500 lph in order to make about 12/6 pennies, since it is impossible to be over 500 lph. Instead, they should motivate us by making it more reasonable, such as making about 12/6 pennies for being 300 lph.
