TAA Petition = - Migraine Headache

Posted: Jan 21, 2010

As suggested the other day, I e-mailed my TAA regional director since all I was getting from my One-Stop Career Center person & UI was that I needed a letter stating a lay off date or that there was an imminent threat of lay off.

She sent me a note, then cc'd my e-mail to my state director.  Here are their responses:

Regional:  You would need a qualifying separation in order to be eligible for Trade benefits as you have not been determined to be an adversely affected incumbent worker.

State: Your inquiry to USDOL Regional Office has been referred to me. In 2009 significant changes were made in the Trade Act Program.  Included in those changes is that Trade certified clients no longer have to have be totally separated from the Trade affected company in order to obtain services under the Trade Act Program.  However, the client would have to have an individual threat of separation from the Trade affected company.

She cc'd the local One-Stop Career Center TAA specialist who called me and said as soon as I get that letter from MQ with a lay off date or that they are going to lay me off, we are good to go.

I told her that was never going to happen.  They will say they have offered me full time employment, even if it is 1/100,000 of 1 cent to wipe the sweat off the collective brows of the ILPs as they churn away at our work.

Someone said Fill out the packet - What can it hurt? I can't GET a packet. They WILL NOT give me one. I can't physically take one from them.

In the meantime, my normally placid BP of usually 110/60 is 150/90 the last 2 days.

This is BS.  They built a dental clinic in my county for the "visiting labor" pool from the local chicken plants. Oh, and they also qualify for FREE education at our local community college.

I have a pounding headache.  Night all.

Even if you did receive a packet and filled - JMO

it out and turned it in, you still would not get anything until you get that layoff letter. It does not make any sense to me why the government would give these benifits to people who are not actually laid off or officially going to be laid off and have applied for UI, unless of course you are not a citizen of this country, then you could get whatever handout the government has to offer. If it "sounds too good to be true..." From what I read, the TAA petition is for people who have actually lost their jobs totally due to offshoring, are already receiving UI, and not just for less work being offered (not qualifying for IU in most cases, as in my case) because of it. That is why I have not wasted any time on this.

Feds dole out $450 million for U.S. jobs lost to outsourcing
TAA funds will be used by states for career training, employment, and case management services to workers who lose their jobs due to outsourcing and foreign trade

The U.S. Department of Labor Thursday announced it had released more than $450 million in assistance to be used by states for career training, employment and case management services to workers who lose their jobs due to outsourcing and foreign trade.

The funding comes by way of the Trade Adjustment Assistance (TAA) program, which was recently adjusted as part of the American Recovery and Reinvestment Act of 2009. The Recovery Act authorized an increase in the maximum amount of TAA funds that could be used for training nationwide. The expansion was put in place to âensure that all U.S. workers negatively affected by trade have the skills, resources and support to gain new employment,â a U.S. Department of Labor press release states.

Now that TAA funds can reach $575 million (previously capped at $220 million), the Department of Labor added supplemental funding for fiscal year 2009. The $450-plus million in funds will be distributed in varying amounts to the states. For instance, Alaska will receive a total of $594,032 in fiscal 2009, while California is allotted more than $21 million, according to the Department of Labor Web site.

"Workers around the nation continue to see their jobs disappear as a direct result of increased imports and competitive trade," said Secretary of Labor Hilda L. Solis, in a press release. "The funding announced today will help more of these workers upgrade existing skills or retrain for new careers in industries that have the potential to grow in the coming months and years."

From my interpretation, I have not "lost" - JMO

my job (not laid off), just work has gone down. MQ has other service areas they can move people to that have plenty of work, clients that do not offshore, if it comes to them having to pay out UI, etc. This is what they did with me.

Let me know when you actually receive your TAA benefits, then I will be convinced.
I lost money, almost half my pay . . . - but they say I need the "letter,"

which I don't have.

Hey, I thought the clients who refuse to offshore were safe havens for the time being. Then I found out the reason that our huge "no offshoring" client had decreasing work was because they are using EMR now.

Ha! Just my luck.

is moving toward eliminating MTs wherever possible. Hopefully I can make it to retirement in a few years, but looks pretty grim. The best advice I have is to look for another career and get out of this altogether, although most (like me) do not have the funds to go back to school and other jobs with comparable pay are hard to find, especially at my age (I do make more than minimum wage doing MT).

I have been around and around...referred here and there. I've gritted my teeth down to the bone. Going down with ship is my best plan. I have a job, an income and insurance. I will be content with that.

I posted below, I received a call from the head of the Tennessee Dept of Labor. He was given my number by our local unemployment office where I started out. The local level did not have any knowledge of this for MQ. She researched it, callled me back, and told me I qualified and she was referring me up the food chain. I received a call from Dept of Labor for TN and he knew all about it. He said TN was the 3rd largest state to have outsourced all sorts of jobs. He said I definitely quality for retraining, reeduction, payroll adjustment. Very nice man. I am taking the next step.

Let us know when you actually receive those - JMO

As many of you know, EMR companies charge fees upwards of 15,000 dollars to allow transcription companies to integrate with them. This barrier to entry will lead to us all being replaced by voice recognition or point and click unless we all do something. There is no reason transcriptionists can not co-exist with EMR's. Doctors still need someone to type their records up for them. It is simply a faster and a more efficient use of resources to keep us in the loop. Eliminating these EMR fees ...
